On May 6, 2019, the Third District Court of Appeal hosted the Induction of Candidates for Admission to the Florida Bar.

Judge Eric Wm. Hendon

Investiture of Judge Eric Wm. Hendon
On Friday, May 3, 2019, the Court held the Investiture of Judge Eric Wm. Hendon as the 39th member of the Third District Court of Appeal bench. The Honorable Robert J. Luck, Justice, Florida Supreme Court, administered The Oath of Office. The ceremony was followed by a reception in the Alan R. Schwartz Atrium, hosted by the Dade County Bar Association.

Mercy Prieto Clerk

Mercedes M. Prieto appointed Clerk of the Third District Court of Appeal effective May 1, 2019. 
On May 1, 2019, Ms. Mercedes M. Prieto became the fourth Clerk of the Third District Court of Appeal.  She fills the vacancy created by the retirement of Mary Cay Blanks on April 30, 2019.
Upon graduation, Ms. Prieto began working at the Third District Court of Appeal as a law clerk for the Hon. Natalie Baskin in August 1989.  Thereafter, she served as Career Attorney to the Hon. Robert L. Shevin, the Hon. Melvia B. Green, and to the Hon. Vance E. Salter until the time of this appointment.  Ms. Prieto has served on the Florida Office of the State Courts Administrator’s Appellate Law Clerk Education Committee and the State Courts Case Management Workgroup. 
Ms. Prieto received her B.A. from the University of Miami, magna cum laude, in 1984, and her J.D. from the University of Miami, cum laude, in 1989. Since 1989, Ms. Prieto has taught legal research and writing first at the University of Miami School of law, and then at the Florida International University Legal Studies Institute, and Legal Skills and Values at the College of Law. She has held various committee positions with the Legal Studies Institute, including the Advisory Council, and Coordinator of the New Instructor’s Workshop.

Mary Cay Blanks

Mary Cay Blanks Retires After 37 Years of Public Service at the Third District Court of Appeal
We offer our heartfelt congratulations to Mary Cay Blanks, Clerk of the Third District Court of Appeal on her well-deserved retirement after 37 years of remarkable public service, including 21 years as Clerk of this Court.
Ms. Blanks served as a Deputy Clerk from 1982 to 1984. She then served as the Judicial Assistant to Chief Judge Alan R. Schwartz for four years. From 1988 to 1998 she served as Chief Deputy Clerk. And in September 1998, Mary Cay Blanks was selected by the Judges of this Court as the Clerk of the Third District Court of Appeal. She has served with great distinction as the Clerk of this Court for 21 years.
Mary Cay Blanks received her degree in the Legal Assistant Program from Miami Dade Community College and graduated Summa Cum Laude from Florida International University with a Bachelor’s Degree in Public Administration.
Ms. Blanks served as a member of the Supreme Court Commission on District Court of Appeal Performance and Accountability from 2002 to 2016, and the Florida Courts Technology Commission from 2007 to 2017. She has also served as a member of the Electronic Filing Committee from 2006 to 2007 and the Supreme Court Judicial Branch Records Management Workgroup from 2004 to 2005.
The Third District Court of Appeal thanks Mary Cay for her tireless efforts, steadfast guidance and exceptional leadership. We wish her Godspeed.

Third District Court of Appeal Rededication Ceremony
On April 26, 2019, the Third District Court of Appeal celebrated the rededication of the newly-renovated Courthouse with a ceremony that marked the completion of a four-year construction project.
Chief Judge Kevin Emas welcomed attendees from across the state, and thanked the Miami-Dade Legislative Delegation, the leadership of the 2014-2019 Florida Legislatures, as well as other stakeholders and contributors, for making this project possible.
The Honorable Alan R. Schwartz, who served as an active member of the Third District Court of Appeal for more than 26 years, and served as Chief Judge for 22 years, was honored by naming the Atrium in his name. His son, Louis Schwartz, spoke on behalf of the Schwartz family.
In 2000, the courthouse was named the “Thomas H. Barkdull, Jr. District Courthouse”, in honor of the Honorable Thomas H. Barkdull, Jr., who served as an active member of the Third District Court of Appeal for 35 years, and who served as Chief Judge during the original courthouse construction. The courthouse was rededicated at this ceremony, and his son, Thomas H. Barkdull, III (himself a retired circuit judge from the 15th Judicial Circuit), spoke on behalf of the Barkdull family.
Also honored at the ceremony was Mary Cay Blanks, Clerk of the Court, for her 37 years of extraordinary service to the Court and the State of Florida.

Judge Monica Gordo and Attorney Fleur J. Lobree Appointed to the Third District Court of Appeal by Governor Ron DeSantis

On April 25, 2019, Governor Ron DeSantis announced the appointment of Judge Monica Gordo and Attorney Fleur J. Lobree to the Third District Court of Appeal to fill the vacancies created by the appointments of Justice Barbara Lagoa and Justice Robert J. Luck to the Florida Supreme Court. 

Governor DeSantis made the announcement in the Alan R. Schwartz Atrium of the newly-renovated Third District Court of Appeal.  Judge Monica Gordo has served as a Circuit Court Judge in the 11th Judicial Circuit since 2010.   Attorney Fleur J. Lobree previously served as a Circuit Court Judge and a County Court Judge in the 11th Judicial Circuit.

On April 15, 2019, students from Christopher Columbus High School, through the ABOTA Program, attended the Court's oral arguments session.
The panel, Judges Ivan F. Fernandez, Thomas Logue and Bronwyn C. Miller, met with the students after the oral arguments session.
USDOS Intl Visitor Leadership Program

Guests of the U.S. Department of State's International Visitor Leadership Program visited the Third DCA
On April 11, 2019, guests of the Department of State’s International Visitor Leadership Program and Global Ties joined Judge Ivan F. Fernandez and Judge Norma S. Lindsey for a discussion on the Rule of Law and the State appellate system. Afterwards, the international visitors received a brief tour of the courthouse.

Chief Judge Kevin Emas received the 2019 Honorable Theodore "Ted" Klein Lifetime Achievement Award
Chief Judge Kevin Emas received the prestigious Honorable Theodore “Ted” Klein Lifetime Achievement Award, on April 1, 2019, at the Greater Miami Jewish Federation's 35th Annual Judicial Reception. This award is presented to a judge whose career exemplifies long-term commitment to excellence in law and dedication to public service.

On April 8, 2019, the Court convened an official session at St. Thomas University School of Law. The judicial panel was presided by Chief Judge Kevin Emas, Judge Edwin A. Scales, III and Judge Norma S. Lindsey.

The Court thanks the FIU College of Law for making its courtroom available during our courthouse renovation project.

Effective Thursday, March 14, 2019, the main courthouse entrance on S.W. 117th Avenue will re-open. The temporary entrance via Tamiami Park will be closed.

The Honorable Alan R. Schwartz, passed away on February 22, 2019
MIAMI – It is with a heavy heart we announce that our very own Judge Alan R. Schwartz passed away on February 22, 2019, at the age of 84.  We will always remember, and will never forget, Judge Schwartz’s keen intellect, biting wit, fidelity to the law and dedication to the institution of this Court.  Our thoughts and prayers go out to all of Judge Schwartz’s family.

Electronic filing through the Florida Courts E-Filing Portal: https://www.myflcourtaccess.com
Beginning on the evening of February 11, 2019, all electronic filings to the Third DCA must be submitted via the Florida Courts E-Filing Portal, https://myflcourtaccess.com. The transition from eDCA filing will occur after normal business hours on February 11, 2019. We apologize if there is a temporary interruption in service.
This change will allow electronic service when filing, submission of multiple documents at a time, and electronic payment of filing fees. eDCA will remain as the Third DCA's method for electronic service of outgoing filings, and it will also continue to provide electronic case access.
If your case has concluded, you do not need to do anything. For those with pending cases, you will need to register with the Florida Courts E-Filing Portal if you do not have an account already. The Portal service desk can be contacted at support@myflcourtaccess.com.

ABOTA's program with the Third District Court of Appeal
ABOTA strives to educate and inspire students to have knowledge of and respect for the United States Constitution, our system of justice and the value of an independent judiciary.  To promote interest in law and civics education, ABOTA provides students and teachers with court visits, presentations, roundtables and workshops, such as the current programs with the Third District Court of Appeal, James Otis Lecture presentation for high school students, and the Teachers Law School for public school teachers. Through these efforts, ABOTA aims to provide teachers and students with a better understanding and appreciation of the Seventh Amendment right to a civil jury trial.
